Screening tool to help more kids recieve services

From what i understand, we currently rely on our customers to manage their referral system for students. We don't understand well how this works and what are the drivers of it. If we had a screen tool that was simple and easy to use, we may be able to increase caseloads in every school by 10% (estimated based on nothing). A V1 of this could be very low cost.
