Add a way in Monarch for practitioners to flag a student that is missing information to be able to proceed with direct therapy

I'm not sure how widespread this is, but we are noticing that some schools are not adding documentation required for services to start. To manually check and confirm information would be a time consuming task for Customer Success, but the practitioner essentially does this through startup. If there was a way this could identify that a student is not ready to start services due to missing information, and this notice go or be available to the customer, that might help. In the same way that we are internally making therapist ready to start by fulfilling key milestones for training, licensing and contract signing, we could identify students that are "Ready to start" by fulfilling key criteria that is required for services to begin. IEP documentation WITH the service referred is currently the biggest issue
