Updates to Service Status Area - automated notifications and expansion of user ability to update

It would be good if Customer Admin, and possibly eHelpers too, could update the Student Service Status in Monarch. And when updated, this generates a notification to the Primary Practitioners as to the change and the next steps.

Currently customers reach out to customer success to update this, especially where there are several schools. This requires us to manually update the system for the customer so the practitioner is notified that the student has moved or left the region. It then puts the onus on TinyEYE to also notify the practitioner to ensure that future sessions are cancelled.

This automation and expansion of user ability would increase the useability and reduce work for the service coordination team, further exiting them from caseload management activities.
