Allow billing at District Level for practitioners working at more than one school, and less student specific billing categories for indirect work.

I have had this request come back from 3 practitioners this year so far, where they work with several schools or when working through start up and coordinating services that are not student specific. Moving to an FTE model of services this will allow more flexibility in set up of services and allow billing without school specific information. Having a district level account or allowing billing to the billing customer accounts could be options to explore.
