Add TIME / TIME ZONE to the existing Monarch window where it says when current months billing will close

Practitioners assume that Monarch's month-end is midnight of the last day of the month. They also assume that it'll be in their own time zone.

**THIS IS A VERY QUICK AND EASY EDIT IN MONARCH**

I've gotten in the habit of including the time/time-zone in my communications when requesting they enter something into Monarch before month-end. EXAMPLE: "Please enter/complete X in Monarch before month-end which is 10:00pm Mountain Time. If entered after this time, the entry will live in the following month and will not be included in your April Invoice."

Currently in Monarch - in their Billing Area the message window below the calendar view says "You can manage your sessions and billing entries for February until they lock on 2/29/2026. Please ensure that your information is up-to-date by this time"

Request:

Edit the message to reflect the time it'll lock and specify the time-zone as well.

REVISED EXAMPLE: "You can manage your sessions and billing entries for February until they lock on 2/29/2026 at 10:00pm Mountain Time. Please ensure that your information is up-to-date by this time"
