Auto-Send Suppression Toggle for New Accounts

Currently, when a new eHelper or Admin account is created in Monarch, login instruction emails are automatically sent. While this is a helpful feature in many cases, customer start-ups vary, and there are situations where sending emails immediately is not appropriate or is requested to be delayed by the customer.

Because of this, I recommend adding Auto-Send Suppression Toggle for New Accounts to better support different startup workflows.
